Salvador keeps Brasรญlia Time at UTC-3, the offset of Brazil's eastern seaboard. Unlike the south and south-east, the north-eastern states largely sat out the country's daylight-saving experiments, which historically applied only to the southern half of Brazil; Bahia briefly adopted the seasonal change around 2011 before dropping it again. Since the nationwide abolition of daylight saving in 2019 the question is settled, and the city holds a fixed offset all year, close to its solar time on this stretch of coast.
